OFFICE OF COMMUNICATIONS

The Office of Communications, led by the Chief Communications Officer (CCO), supports internal and external communications across all departments of the NunatuKavut Community Council. This office works closely with the President’s Office to share timely, accurate, and engaging information with members, partners, and the public.

From website updates to social media engagement, the Communications team ensures that NCC’s messaging and visual identity remain consistent, clear, and rooted in our values. From community events to governance milestones, they help amplify the voices of NunatuKavut Inuit and tell the stories that matter.

OFFICE OF OPERATIONS

The Office of Operations, led by the Chief Operations Officer (COO), supports the day-to-day administrative and operational functions of the NunatuKavut Community Council. The COO oversees the development of Annual Departmental Workplans, which are aligned with NCC’s Strategic Plan and presented each year at the Annual General Assembly.

This office plays a central role in supporting cross-departmental collaboration and ensuring that NCC’s operations remain responsive, accountable, and community-focused. Established in July 2023, this office works closely with the Leadership Secretariat and departmental Directors to ensure organizational coordination and effective service delivery across all areas of NCC.

Office of Finance and Administration

The Office of Finance & Administration oversees the financial and administrative systems that support the effective and transparent operation of the NunatuKavut Community Council. Led by the Chief Financial Officer (CFO), the office ensures compliance with governance, funder, and audit requirements, and helps guide the organization’s financial strategy and reporting practices.

This office also manages NCC’s annual independent audits, maintains internal controls, and continuously works to improve financial processes. Recent additions to the team – including a Contribution Agreements Coordinator and Finance Team Lead – have further strengthened NCC’s oversight, efficiency, and ability to track and manage funding across departments.

department of Employment and Skills Development

The Department of Employment and Skills Development (ESD) supports NunatuKavut Inuit in accessing training, career development, and employment opportunities. By building strong partnerships and administering key agreements, the department provides resources for individuals who are unemployed or underemployed.

Programs are delivered under the Indigenous Skills and Employment Training (ISET) Program, with funding from both Service Canada and the Congress of Aboriginal Peoples (CAP). Through these programs, NCC helps community members gain marketable skills, pursue meaningful employment, and strengthen their long-term economic well-being.

The department also offers community-based support, including employment outreach services through NCC’s Community Employment Coordinators located in Cartwright and Mary’s Harbour.

The Department of Environment and Natural Resources (ENR) acts as a steward of the land, waters, and natural resources of NunatuKavut – helping preserve ecosystems, harvesting practices, cultural knowledge, and traditional connections that shape our way of life.

Working closely with communities, external partners, and industry stakeholders, the department leads initiatives that support clean energy, food security, and climate resilience. These efforts help protect biodiversity, conserve habitats, foster self-determination, and build a sustainable future for generations to come.

The Department of Health and Community Services (HCS) supports the physical, emotional, mental, and spiritual well-being of NunatuKavut Inuit through a wide range of health and social programs. Rooted in community care and Inuit values, the department works to improve quality of life for individuals, families, and communities across NunatuKavut.

The department’s work reflects a holistic vision of health and the belief that strong communities begin with strong people. It also oversees both direct services and collaborative initiatives that respond to community needs, from culturally relevant wellness programming to outreach, advocacy, and support for vulnerable populations.

The Department of Human Resources (HR) leads recruitment, staffing, and strategic workforce planning for NCC, and plays a vital role in ensuring we are positioned to attract, develop, and retain a dynamic and skilled team – one that reflects NunatuKavut Inuit values and supports the organization’s path to self-governance.

HR also provides policy development, training, and compliance oversight to help maintain a positive, safe, and inclusive workplace. From aligning staffing plans with strategic goals to supporting legislative requirements and employee well-being, the department fosters a people-first culture grounded in care, respect, fairness, and accountability.

department of Research, Education, and Culture

The Department of Research, Education, and Culture (REC) leads strategic research initiatives that reflect and reinforce the identity of NunatuKavut Inuit through culturally relevant education, research, and programming. In an effort to strengthen intergenerational connections and preserve the knowledge systems that continue to shape our communities, all projects are grounded in Inuit history, language, and traditions.

The Department also leads strategic research initiatives that align with the goals and priorities of NunatuKavut Inuit, while responding to community interests and needs. All research conducted with or within NunatuKavut is guided by NCC’s research review process, ensuring that research respects the spiritual, cultural, and social context of our people and reflects our values of self-determination, respect, and care.

Labrador West Indigenous Service Centre

The Labrador West Indigenous Service Centre (LWISC), operated by NCC since 2015, provides culturally appropriate programs and services to support Indigenous peoples living in or transitioning to Labrador West.

Functioning much like a friendship centre, it offers a welcoming space and meaningful community programming funded through a variety of partnerships. The centre delivers cultural events, outreach services, and practical supports, including a public resource room equipped with computers and reference materials.

Open Monday to Friday from 8:30 a.m. to 4:30 p.m. (closed 12:00–1:00 p.m. for lunch), the LWISC is located at 610 Tamarack Drive, Upper Level, in Labrador City. No appointments necessary, and all are welcome.
