Risk-based analysis of maritime search and rescue delivery (RAMSARD) is a systematic methodology that the Canadian Coast Guard (CCG) is implementing to address concerns of the Auditor General regarding risk decision-making for Coast Guard Search and Rescue delivery. Under the guidance of the Oceans Protection Plan, RAMSARD endeavors to identify existing and emerging maritime risks, assess existing maritime search and rescue capacity, and make recommendations to CCG senior management to address concerns in each of the 11 Search and Rescue Areas within the CCG Atlantic Region. RAMSARD is a cyclical, multi-step process that includes the following:
- Environmental data and maritime activity review
- Historical SAR incidents data review
- Input from the maritime community to identify maritime hazards and risks.
During 2018/19, RAMSARD analysts traveled to the coastal communities in Labrador to undertake the first cycle of review and were successful in completing the first RAMSARD Report. Looking forward to 2024/25, the RAMSARD analysts will revisit the Labrador Coast to conduct the second cycle of review for the area.
Participants
As they move through this process, they will look to speak with individuals, groups, and organizations which are active on the water in the area under review to help them to identify areas of risk, gaps in service, and provide feedback.
They will be providing questions for discussion such as “what maritime activities are you or your organization involved in? Over the past five years, has the level of search and rescue risk increased, decreased, or remained the same?” and looking for as much feedback as you are comfortably willing to share.
