Introduction

The NunatuKavut Community Council (NCC) is seeking proposals from qualified individuals or organizations to serve as a consultant for Inuit education curriculum development. The successful consultant will work with NCC’s Research, Education, and Culture Department to advise, organize, coordinate, and develop education and curriculum-related objectives that align with the Education Memorandum of Understanding (MOU) between NCC, Newfoundland and Labrador Schools, and the NL Department of Education.

This contract will begin upon award and is expected to conclude by March 31, 2025, with a possibility for extension depending on funding and performance. Proposals must be submitted no later than January 20, 2025.

Project Overview

The primary purpose of this contract is to support NCC’s objectives in education and curriculum development through the creation of culturally relevant curricula and resources for NunatuKavut Inuit. The consultant will collaborate with stakeholders, conduct research, and develop materials that centre Inuit perspectives, history, and language within the education system.

Scope of Work

The selected consultant will be responsible for:

  • Conducting a comprehensive inventory of cultural resources and programming within NCC.
  • Work with NCC to collaborate with stakeholders (NL Schools, Department of Education, NCC communities) to develop and revise curricula that integrate NunatuKavut Inuit perspectives, impacts of the Residential School system, and Inuttitut language learning.
  • Identifying appropriate resources (existing and potential future resources) and leading the development of student materials and teacher guides aligned with provincial educational standards.
  • Collaborating with internal NCC staff to advance key objectives and priorities of the Education MOU.
  • Actively pursuing and crafting proposals to explore and unlock new revenue sources enhancing access to available funding opportunities.
  • Conducting meetings and forums with NCC to solicit feedback, input, and expectations.
  • Producing and delivering reports/presentations (e.g., status updates) on progress.
  • Assisting with objectives of the NCC-NL Schools-NL Department of Education MOU working group.

Deliverables

The consultant will deliver the following:

  • A comprehensive inventory of existing cultural resources and programming.
  • Draft and finalized curricula and supporting resources (e.g., student materials, teacher guides) as identified through collaboration with stakeholders and from NCC priorities.
  • Regular progress reports to the Manager of Research, Education, and Culture.
  • A final report summarizing project outcomes and recommendations for next steps.

Required Qualifications and Skills

  • A minimum of 5 years of experience in curriculum development, education, or a related field, with a focus on Indigenous education and/or community engagement will be considered.
  • Proven ability to develop culturally responsive curricula and educational resources for K-12 students.
  • Experience working with Indigenous communities, particularly Inuit communities, is an asset.
  • Knowledge and experience in integrating Indigenous content into school curricula, particularly through collaboration with educational institutions or government bodies.
  • Strong project management and organizational skills, including experience managing multiple projects and meeting deadlines.
  • Excellent communication skills, including proposal writing and preparing funding applications.
  • Familiarity with language learning programs or Indigenous language initiatives.
  • A post-secondary degree in education, Indigenous Studies, Curriculum Development, or a related field; equivalent experience in these areas may also be considered.
  • A well-defined sense of diplomacy, including solid negotiation skills
  • A valid driver’s license.

Proposal Requirements

Interested consultants should submit a proposal that includes:

  • Cover Letter: Introduction of the consultant, including relevant experience and qualifications.
  • Work Plan: A detailed plan outlining how the consultant will approach the scope of work and deliverables.
  • Budget: Proposed fees, including a breakdown of costs (e.g., hourly/daily rates, travel, etc.).
  • Resume/CV: Detailing education, relevant experience, and any certifications.
  • References: At least two professional references who can speak to the consultant’s relevant experience.
  • Examples of Work: Samples of past projects or curricula developed by the consultant, if available.
