REQUEST FOR INTEREST (RFI): GHOST GEAR RETRIEVAL VESSEL OPERATOR

The NunatuKavut Community Council (NCC) is inviting interested local vessel operators to complete search and retrieval of abandoned, lost, or otherwise discarded fishing gear (ghost gear) from land-based sources. Land-based sources of ghost gear include shorelines, abandoned stages, buildings, and wharves in NunatuKavut. The NCC is seeking individuals who can conduct surveys to search and retrieve ghost gear in area between William’s Harbour and Black Tickle (see Appendix 1 for project area). The successful individuals will work with the project coordinator at NCC to locate search areas and be responsible for all tools and labour related to the completion of this project as outlined in this RFI & Scope of Work.

Submissions must be received by 4:00 p.m. AST September 19, 2022.
All proposals will be reviewed by NCC with the successful contract being notified by September 21, 2022 with project works to start September 23, 2022, and run through to October 23, 2022.
GUIDELINES
- The successful individuals will be asked to steam to sites within the identified project area and locate fishing gear that has been abandoned along shores, abandoned stages, and around wharves. Gear must be retrieved and brought to storage facilities identified by the project coordinator depending on proximity to vessel operations.
- Must have registered vessel and comply with Transport Canada Regulations and safety regulations.
- Preference may be given to members of the NunatuKavut Community Council.

SCOPE OF WORK
Meeting with NCC Aquatic Biologist to discuss project area and target sites.
Use private vessel to survey project area, searching for gear. All ghost gear that is located must be documented with accurate GPS coordinates and photos.
Retrieval of ghost gear from identified locations. Gear must be hauled on board vessels and transported to harbours for pick-up by NCC at either Charlottetown, Pinsent’s Arm, or Port Hope Simpson. Some gear may require cutting and removal of accessories (i.e., floats) to ensure manageable to haul on board.
Gear must be hauled from vessels to wharves following the harbour authority permissions and brought to storage a facility or pick-up point from NCC.
Gear and Survey Requirements
Small vessel able to berth at small wharves and in to shores.
NCC will provide all other tools and supplies necessary for retrievals.
PAYMENT
Payment will be a fixed payment upon completion of the retrieval surveys at a rate of $1,750.00 per day to cover the cost of fuel, use of equipment, and crew labour. Max duration of project is ten (10) days. Contract may be awarded to multiple parties.
