Request for Proposals: Prime Consulting Service Condition Assessment of building in Labrador City
TERMS OF REFERENCE
1.0 Introduction
1.1 Background
The NunatuKavut Community Council (NCC), the “Owner,” is a rights-based governing body for approximately 6,000 NunatuKavut Inuit who reside primarily in south and central Labrador. NunatuKavut means “Our Ancient Land” and refers to the traditional territory of the Inuit who belong to this land.
NCC requires the services of a consultant to perform comprehensive condition assessment of an existing building located at 610 Tamarack Drive in Labrador City, NL. The assessment will also have a Class D estimate, based on the recommendation made in the condition assessment report, to do the necessary upgrades to satisfy the latest applicable building codes and standard. Design or any required upgrades are not included in the scope of condition assessment being planned through this RFP.
- Note: The Owner reserves the right to directly hire/call RFP’s for Prime Consultants for specific projects outside the scope of this Request for Proposal
1.2 Project Description
Comprehensive condition assessment of the existing building will include, but are not limited to, the following:
- Structural
- Architectural/Fire Life Safety Accessibility
- Electrical
- Mechanical
- Civil (Parking lots/drainage/access road etc.)
- All assessment and recommendations to be made per the latest National Building Codes, any applicable provincial, municipal codes, guidelines, bi-laws applicable to the facility being assessed.
2.0 Brief Description of the Project and Preliminary Scope of Work Statement:
Existing building is a steel frame 4,000 square foot two-level steel building offering 8,000 square feet total and is centrally located at 610 Tamarack Drive in Labrador City. Building was built in 2015 and has metal roofing, two wheelchair accessible washrooms on each level. There is also a lift to access second level. HVAC system and central air installed in the building. Foundation is concrete slab on grade with 400 Amp Service and electric baseboard heating. Drawings/spec provided with this RFP are for reference and must not be relied upon. Successful proponent must verify as-built information at site.
Objective of the project is to do a comprehensive condition assessment, and renovate/upgrade the facility per the latest applicable building codes and applicable guidelines. The facility will be used to house the Labrador West Indigenous Service Centre offices and programming area. This will make use of the large open space on the second floor as well as one office suite. Other offices will be for lease or to house future NCC/Nunacor staff. Owner also has plans to install a kitchen in the programming area, and long-term plans to pave the parking area.
Scope of work and deliverables include but are not limited to:
- Complete building condition assessment of the existing building regarding structural, architectural, mechanical, electrical, fire life safety/accessibility, and civil.
- Draft Condition Assessment Report to be submitted for Owner’s review/comment prior to finalizing the final Building Condition Assessment for Owner’s approval.
