Over the past several years, the NunatuKavut Community Council (NCC) has been working to strengthen our overall governance structure to better reflect Inuit values, traditions and ways of knowing as prepare for self-government.

NCC’s Governing Council approved a new Citizenship Law in February 2024 that further enhances our integral, fair and transparent process for individuals to be recognized as, and be NunatuKavut citizens (see here).

Since the launch of our new Citizenship Law, NCC has been working to implement and streamline operations. One piece of this work was to establish a new NCC Citizenship Committee bringing in three citizens from NunatuKavut who can speak to community belonging and connection of those applying for citizenship in their area.

Committee members were chosen and appointed through an Expression of Interest process. The committee has been meeting regularly since June 2024.

The Citizenship Committee is comprised of the following:

  • Dr Amy Hudson, NCC’s Chief Governance Officer (Co-Chair)
  • Krista Oxford, NCC’s Executive Manager of the Office of Governance(Co-Chair)
  • Sonya Blake, Citizenship Administrator
  • Mabel Groves, Membership Clerk
  • Christopher Lethbridge, Upper Lake Melville
  • Sandra Mugford, Sandwich Bay
  • Nina Rumbolt-Pye, Mary’s Harbour-Lodge Bay

The Citizenship Committee recently submitted a recommendation to the Governing Council to eliminate the $25 fee for new applications and the $15 fee for renewals. This measure was approved by the Governing Council in June 2024 and came into effect on September 1, 2024.

An administrative fee of $10 will still be required for replacement of lost or damaged cards. This payment can be submitted via cheque or cash to our Citizenship Office at 200 Kelland Drive, Happy Valley-Goose Bay or brought to your nearest NCC office. Cheques can be mailed to:

These changes to our citizenship process also means changes to NCC’s membership application forms (see here).

As a friendly reminder, if your address or contact information changes, please be sure to notify us by using the online Address Change Form as soon as possible. Not doing so may delay impact access to NCC programs or services.
