NunatuKavut Community Council (NCC) is working with the Local Service District of Black Tickle-Domino (LSD) to look at options to bring crucial infrastructure to homes in Black Tickle. We are seeking proposals from qualified Engineering Consultants to conduct a study, analyze, and complete project applications.
The community of Black Tickle-Domino is an isolated remote settlement on the Island of Ponds off the Southeast Coast of NCC Territory. It’s situated approximately 100km southeast of Cartwright and is accessible by ferry, plane, or snowmobile.

SCOPE OF WORK:
The successful consultant will be expected to deliver the following:
- Review the recently completed Hydrology Study, to look at feasible options to bring critical services to homes in Black Tickle,
- Hold community consultations & surveys in Black Tickle, to provide information on feasible options for residents of Black Tickle,
- Provide NCC and LSD with report on findings of community consultations,
- Prepare and submit application on behalf of the LSD for anticipatory intake to Provincial Governments Municipal Capital Works funding program.
REQUIREMENTS:
Successful Consultant/Engineer must be a member in Good Standing with PEGNL and hold a current license to practice in the Province of Newfoundland & Labrador.
PROPOSAL EVALUATION:
NCC will evaluate each proposal based on the following criteria:
- Relevant experience of consultant,
- Relevant knowledge & experience of key personnel,
- Integrity, thoroughness, and relevance of the proposal submitted in this RFP,
- 3 references with contact information of former clients,
- RFP schedule of fees and rates.
NCC reserves the right to discuss any and or all proposals to request additional information from consultants.
