The NunatuKavut Community Council (NCC)

NunatuKavut means “our ancient land” and refers to the territory of Inuit who belong to south and central Labrador. NCC is a rights-based governing body that represents NunatuKavut Inuit. The Opportunity

We are looking for a Senior Policy Analyst to join our Office of Governance and Climate Change team in Happy Valley-Goose Bay.

As a Senior Policy Analyst for Climate Change, you will report to our Chief Governance Officer and be responsible for providing expert advice and overall direction on NCC’s Climate Change Strategy development.

This includes responsibilities such as, but not limited to:

  • Using evidenced-based research to lead the development and implementation of NCC’s Climate Change Strategy that addresses community-specific challenges and priorities;
  • Facilitating community consultations and workshops to gather input, feedback, and insights on climate change impacts and resilience strategies;
  • Collaborating closely with leadership, elders and community members to ensure the strategy is culturally relevant, inclusive, and grounded in Indigenous knowledge;
  • Collecting current climate change data and analyzing potential policies to make informed recommendations to the President and Governing Council as required;
  • Collaborating closely with NCC Departments and staff to ensure strategy aligns with NCC’s Strategic Plan priorities and initiatives;
  • Overseeing the implementation of policies, evaluating their effectiveness and compiling detailed reports on policy performance.
  • Conducting research and analysis on climate change policies, frameworks and best practices, especially in relation to Indigenous communities, and developing policy recommendations and action plans to support Indigenous-led climate adaptation and mitigation efforts;
  • Advising on climate change policy and representing NunatuKavut Inuit to various levels of government and stakeholders;
  • Identifying funding and other financial resource development relationships and growth opportunities and preparing strategic proposals to support the work of climate change;
  • Building strong intergovernmental and stakeholder relationships to advance NunatuKavut Inuit climate change priorities;
  • Assisting in operations of NCC’s internal climate change team, including information sharing with staff and leadership as required throughout process;
  • Developing and implementing a climate change annual workplan, working with department staff and in collaboration with other departments as necessary; and
  • Other duties as required.

The Person

You must have:

  • A degree in Climate Change, Environmental Studies, Public Policy, Law, Indigenous Studies or related field combined with 3-5 years experience in a policy and planning work environment or mastery in the area of focus gained through an acceptable combination of education and experience. 
  • Knowledge of current federal and provincial policy and legislation that impact Indigenous peoples in areas like climate change, health, science, education, fisheries etc.
  • Excellent communication skills with the ability to articulate and present key messages on complex issues clearly.
  • Demonstrated experience in securing funding opportunities with government and other partner agencies.
  • Experience in effective leadership, work planning and change management.
  • Experience working with Inuit governance.
  • Strong strategic thinking and planning skills combined with sound judgement, to anticipate issues, advance interests and provide strategic advice that informs effective decision making. 
  • A strong desire to make a difference by providing exceptional policy guidance to a growing governing body.
  • A high level of capability in the areas of analytical, research and problem-solving skills.
  • Excellent communication and written skills with the ability to articulate and present key messages on complex issues clearly.
  • Class 5 driver’s license and personal vehicle.
